UNRRA has received visit from Mrs. W.R. Scott who states was seconded from British Red Cross Hong Kong to Civil Affairs and is in United States as private individual but with 'unofficial blessing of both civil and military Government" to try to obtain through UNRRA ten million yards textiles, rat poison, plumbing and electrical supplies for Chinese regular residents Hong Kong and heavy infiltration from outside.

2. She hopes such aid might be balanced against food subsidised grants by Hong Kong authorities to Chinese outside Hong Kong and states officially procured supplies cannot arrive in time for grave present emergency.

3. UNRRA having explained impossible to aid Crown Colony she replied that fact was reason for informal approach.

UNRRA, however, is considering possibility of allocation used clothing from the allocation to British possessions the Far East. As have no knowledge of Mrs. Scott or credentials grateful for instructions.
